The Consultants’ Forum
The Consultants' Forum was founded by Dr. Lorna Speid (Speid & Associates, Inc.) and Dr. Marilyn Carlson (entremedica, Inc.) in July 2004. The Consultants' Forum was incorporated as a non profit in 2008. The vision of the organization is to provide a vehicle by which consultants serving the life sciences community in San Diego and abroad can be more effective.

Eli Mansour is a partner with the law firm of Luce Forward and has a diverse transactional practice that includes intellectual property transactions and aviation matters.

Mr. Mansour has extensive experience in a wide range of intellectual property transactions with an emphasis on development, protection and licensing of pharmaceuticals, software, technology and related intellectual property. Mr. Mansour has represented clients in a variety of transactional intellectual property matters, including the drafting and negotiating of software, technology and pharmaceutical development, manufacturing, distribution and licensing agreements, drug and device discovery agreements, clinical trials, joint venture agreements, and technology assignment and transfer transactions. Mr. Mansour's past experience as an in-house .com attorney has given him vast exposure to and understanding of legal and business issues facing software start-ups and other technology businesses. Mr. Mansour has worked closely with several of his clients to complete transactions in the United States, India, the U.K., France, Italy and Brazil.

Mr. Mansour's practice also includes advising corporate flight departments and individuals seeking to acquire, lease or share in the use of turboprop and turbojet aircraft. Mr. Mansour has substantial experience in the negotiation and structuring of aircraft acquisition transactions, including ownership entity analysis, sales and use tax planning and documentation. Mr. Mansour currently serves as counsel to numerous fixed base and charter operators and has substantial exposure to aircraft operational issues under Parts 91 and 135. Mr. Mansour has represented aviation clients in the drafting and negotiating of aircraft purchase and sale agreements, management agreements, dry leases, time sharing agreements, joint ownership agreements and other transactional documents. Mr. Mansour also represents clients in the acquisition and roll-up of fixed base operators throughout the country.

Mr. Mansour's practice areas also include transactional matters and outside general counsel services for technology and other clients, mergers and acquisitions of technology and other companies, antitrust and unfair competition (with particular emphasis on representation in Hart-Scott-Rodino matters) as well as U.S. Export Control Laws and Anti-Terrorism Laws and their impact on technology and aviation transactions.

In order to qualify, consultants must first register with the Regulatory Affairs Professionals Society (RAPS). David is always happy to walk consultants through the process.
